A Tennessean, Johnson felt only the landowners could keep freedmen under control. His Reconstruction plan reinstated black servitude through low wages that would keep those recently emancipated as second-class citizens. He did not even object when some of the returning states violated his own Reconstruction plan by refusing to ratify the 13th amendment and when they enacted discriminatory Black Codes.
