In this, the first issue after John Shapley’s long tenure as Editor-in-Chief (1921–1939), with a statement of gratitude for his efforts in the front matter, and the first issue with Millard Meiss as Editor-in-Chief (1940–1942), the membership of the Editorial Board increased in from 12–14 to 20, the format of the journal exhibited considerable change, including a new solid-color cover design (to endure despite multiple minor changes until 1998, vol. 80, no. 1), and the character of the title changed as "An Illustrated Quarterly" was no longer listed immediately under the main title. At the bottom of the title page was the description: A Quarterly Published by the College Art Association of America.
