Zimmerman took over superintendent LaMoure and was the State Hospitals superintendent for 33 years. Where he took on a lot of negative controversy over him during his years of serving at the hospital. Dr. Zimmerman was very involved in the decision making in the hospital like all superintendents were. Dr. Zimmerman consistently searched for loopholes in the legislation that would allow him to sterilize feebleminded and epileptic individuals, which was not legal during this time. Because he was a firm believer in this, it gave those working for superintendent Zimmerman a negative outlook. When Dr. Zimmerman decided that when it was time for him to step down as superintendent, he made it clear that he wanted to be involved in the choosing of the one who was going to replace him.
