Bangsamoro Islamic Freedom Movement: A Policy Option

Tactics, Techniques, and Procedures

The Tactics, Technique and Procedures (TTPs) are three main focuses that are observed when attempting to understand the way that a group such as BIFM operates. Despite common beliefs that terrorists are all similar in both the way that they think and act, each group has individual qualities that set them apart from others. If a certain group repeats specific TTPs while carrying out activities, those TTPs can be used to identify the group. By understanding a groups TTPs it can also be inferred as to what type of organization the group is. In the case of BIFM many attacks that are carried out are similar to the hypothetical that was previously given. As was stated nearly fifty percent of attacks are carried out against uniformed military personnel. These attacks are carried out in a hit and run fashion. Unlike many notable terrorist attacks, these attacks are not intended as suicide attacks. The BIFM fighters usually retreat after the initial shock of the attack has passed. This type of tactics are known as guerilla tactics and are often associated with insurgent warfare. The fact of whom is targeted by the attacks is also important as many definitions of terrorism do not include actions that are carried out against uniformed military personnel. Such evidence would suggest that BIFM is in some way an insurgent group. The technique of BIFM when carrying out their hit and run tactics include a wide range of military hardware. While many attacks did include the use of a grenade or IED, a large number of attacks on military outposts followed up an explosion will small arms fire. The use of combined arms in attacks is also suggestive of a military element. That military element in turn suggests that the technique that is used by BIFM is insurgent by nature.
