Howard was born in Michigan in November 1866, the son of James J. and Juliette (Petit) Howard. He received his B.A. from the University of Rochester in 1891. He was ordained a deacon in 1895 and a priest in 1896 by Bishop McLaren. From 1896 to 1898 he served as an assistant in Omaha, Nebraska. He was called to become the new dean of Trinity Cathedral in Michigan City, Indiana, in 1898, and remained there until 1905, during which time he got along well with Bishop White. White moved him Plymouth to take over the rectorship of St. Thomas, and he served there from 1902 to 1910. He then moved to South Bend to take charge of St. James Church, where he remained until 1912. He moved to St. Paul, Minnesota, to become rector of Christ Church. In that role h served as chaplain for the Minnesota State Legislature from 1921 to 1923. By 1940, he became affiliated as an assistant at St. Thomas the Apostle Episcopal Church in Hollywood, California. Howard, who never married, died in Los Angeles on 3 April 1956.
