Perkins was born in Champaign County, Illinois, on 28 October 1902, the son of Jay and Bertha (Holmes) Perkins. He was a graduate of Williams College and General Theological Seminary, and married Clara Mae Jessup in Manhattan, New York, on 21 July 1934. He arrived in the Diocese of Northern Indiana in 1936 and had occasional oversight duties at St. Augustine's Church, Gary, and St. James, Goshen. However, he was primarily a teacher, having taught Christian ethics at General Theological Seminary. He left Indiana in 1939 and in 1940, he was enumerated in Glasgow, Montana, with his occupation listed as historian. By 1942 he registered for the draft in Chicago, listing the Episcopal Diocese of Chicago as his employer. He died in Louisa County, Virginia, on 21 October 1985 and left his body to science.
