Frank Mark Gregg was born on 7 October 1833 in Wheeling in what is now West Virginia, the son of William and Margaret (Echols) Gregg. He was ordained to the diaconate in 1860 and later married Harriet Brandon. He moved to Kentucky and served as rector of All Saints Episcopal Church in Flemingsburg and another parish in Maysville. He came to La Porte in 1867 and was rector of St. Paul's from 1867 to 1869. He left to become rector of St. Paul's Church in Springfield, Illinois. From there he moved to Burlington, Iowa, where he resided in 1880. He later returned to Illinois to serve a church in Ottawa and did missionary work at Grand Crossing, near Chicago, serving as rector of St. George's Church. He died in Chicago on 10 July 1903 and was buried in Forest Home Cemetery.
