Convict Leasing

Wells is referring to the widespread system of "convict leasing," in which inmates in state prisons were "leased" to private companies or plantations to perform hard labor and, often, endure violent treatment. In the South, the vast majority of these prisoners were black men, which Wells's work showed was due to pervasive racial discrimination in the justice system.
