Unlike Puente Hills, Fresh Kills was one of the last dumps in the U.S. and did not benefit from the scientific advances of a landfill. One of the major hurdles to closing the dump was the problem of where to send the trash from the five New York boroughs when Fresh Kills closed. Their answer, in the same vein as Puente Hills, was the ship their trash to another part of the country.

All the trash from Staten Island is now sent via railway to the Carolinas. New York routes their trash from the urban environment to the suburban, where Staten Island residents will not be disturbed by the inconvenience of the dump.
