Rights to the Piece or an Image of a Piece and Who’s Allowed to See it Now

Whether is be an image of the work or the actual piece itself the rights of the piece can be taken and either used privately so only few can see or distribute the image or it can be turned over for public domain and everyone has the right to distribute the images of the piece. Since the original artist of course is no longer alive people have a right to do this unless the Country it originated from says otherwise and asks for the piece back which can then cause a huge mess between people over who should be allowed to keep the piece.
