This is one of two mentions of a peacock in Paradise Lost. By saying the peacock walks firm to the ground, Milton is telling us that the peacock is not to be earthbound. By looking at the peacocks train, earth and heaven will behold each other, reflecting each other's beauty. This is showing us that Milton sees heaven and earth as interconnected, and together they are both beautiful.
