Birth-day can take on more than one meaning here. In one sense it can make the creation of Earth, and the start of mankind. Another way to look at this is a new beginning of heaven, and a so called fresh start apart from Satan and the other angels who started the war against God. This could also be viewed as the culmination of God's vision, and perhaps his greatest achievement to date.
