These documents concern the day-to-day issues that arose at the American Embassy in Warsaw, including requests from the Embassy for instructions from the State Department. Messages also include information on events in Poland which might interest the State Department. In general the documents concern efforts to foster a cooperative relationship with the Polish government, while also remaining “firm” when grievances arise. There are references to retaliation for specific actions, with explicit concern for keeping such retaliation proportionate to the relevant grievance so as not to endanger broader policy goals. The negotiations with Chinese representatives over the future of Vietnam also make appearances, as in other folders in this box.
