He received his education from Louisiana State University and Tulane University, and completed his internship and residency at Charity Hospital in New Orleans. He also served in the United States Air Force for two years, and was active in the community. During his career, Dr. Kramer delivered thousands of babies in the Franklin area. Dr. Kramer and his wife, Glenna, had a house built on Irish Bend Road between 1965 and 1967. It was designed by Douglas Freret of New Orleans and was inspired by Alice Plantation, which was constructed by Agricole Fuselier, an ancestor of Dr. Kramer. Ory Miguez captured numerous aerial photos of the construction site.
