Der amerikanische Humorist Mark Twain geißelt in einem Schreiben an die „New-Yorker Ev. Post“ die Inconsequenz des Amerikanischen Postdienstes. Wenn man - so bemerkt er - an irgend eine Person im Auslande schreibt, so wird unsere Regierung den Brief befördern, ohne die Vorausbezahlung des Porto's zu verlangen; aber wenn Sie an eine Person in Ihrem eigenen oder in einem benachbarten Staate schreiben, dann müssen Sie nicht allein das Porto vorausbezahlen, sondern genau Acht geben, daß Sie ja nicht einen einzigen Penny zu kurz kommen, denn wenn Sie das thun, dann wird die Regierung vor dem Wagniß, den Penny vom Empfänger des Briefes zu collektiren, zurückschrecken, Ihren Brief in die Dead letter office (Mit einem Kostenaufwand von 2 Cents) schicken und Sie dann (mit einem Kostenaufwand von 3 Cent) in Kenntniß setzen, daß Sie den Brief haben können, wenn Sie darum (in einem mit 3 Cents frankirten Briefe) schreiben und das Postporto von 3 Cents für die Beförderung mitsenden. Zur Veranschaulichung unseres Systems hier ein Beispiel: Vor vierzehn Tagen gab ein Har[t]forder Bürger einen an mich hierher gerichteten Brief auf. Aus Unachtsamkeit klebte er nur eine 2 Cents-Marke auf, also um einen ganzen Cent zu wenig. Die Postbehörde hielt Kriegsrath über den Brief und sandte ihn sodann unter dem Geleite eines Regiments Artillerie nach Washington, was der Nation selbstverständlich große Kosten verursachte. Das Dead Letter-Departement brütete einige Tage und Nächte darüber und schrieb mir sodann (mit einem Kostenaufwand von 3 Cents), daß ich den Brief gegen eine 3 Cents-Marke oder den Werth derselben in klingender' Münze haben könne. Ich, Esel der ich war, ließ den Brief kommen, indem ich dachte, daß er vielleicht ein Vermächtniß enthalten könnte und gestern kam er in einem Kriegsschiffe hier an. Drei Compagnie'n Marinesoldaten und eine Mörserbatterie bildeten die Eskorte bis vor meiner Wohnung, die ganze Armada blieb bei'm Abendessen. Der Brief enthielt dann die Rechnung eines Arztes. An demselben Tage erhielt ich einen Werthbrief aus England, mit einer Penny-Marke und den Worten “Collect 18 Pence.” Er wurde von Hartford weiter befördert, ohne die Dead Letter-Office gesehen zu haben. Der Zwiespalt, um dessen Lösung ich Sie ersuche, besteht darin: Wenn ein Brief nicht genügend frankirt ist, würde es nicht gut sein, die Beförderung auf die Gefahr hin zu veranlassen, das Defizit vom Empfänger einzuheben, wie es früher der Brauch war, ehe wir so viel gelernt hatten? Aber die Unkosten, welche mir (und der Regierung) aus der Beförderung einer Doktorrechnung erwuchsen, die ich nicht verlangte und die für mich werthlos ist, nachdem ich sie habe, ist noch lange nicht die ernsteste Seite dieser unglücklichen Angelegenheit. Der General-Postmeister wurde aus dem Kabinet entlassen, weil er verabsäumt hatte, Lagerzins für jene sechs Tage anzurechnen, die mein Brief in der Dead Letter-Office zubrachte. Es scheint mir, daß diese Strafe in einem augenfälligen Mißverhältnisse zu dem Vergehen steht.	{In a letter to the New York Ev. Post, the American humorist Mark Twain castigates the inconsistency of the American postal service.} <Now, when there is so much worrying [&] wailing & legislating about economy in postage, may I ask your attention to a conundrum touching that matter?> If you write to a person in certain foreign countries, {he remarks} our government will forward your letter without requiring you to prepay the postage; but if you write to a person in your own or a neighboring state, you must not only prepay, but be sure you do not fall short a single penny; for if you do, the government will be afraid to risk collecting the penny at the other end, but will rush your letter to the Dead Letter Office (at an expense of about two cents), & then write you (at an expense of three cents) that you can have it by writing for it (pre-payment three cents) & enclosing three cents for its transmission. {An example} To illustrate our system: A fortnight ago a citizen of Hartford mailed a letter, directed to me <at this place where I am summering>, & {out of oversight} inadvertently fell one cent short of full prepayment [translated as "only used stamps worth two cents, meaning not enough by one cent"]. The postoffice authorities held a council of war over it & then sent it to Washington in charge of an artillery regiment, at great cost to the nation. The Dead Letter Department worried over it several days & nights & then wrote me (at a cost of three cents) that I could have my letter for a three-cent stamp or its equivalent in coin. I, like an ass, sent for it, thinking it might contain a legacy, & yesterday it arrived here in a man-of-war [translated as "in a navy vessel"], <at vast expense to the government,> & was brought to these premises by three companies of marines & a mortar battery, all of whom staid to supper. The letter had nothing in it but a doctor’s bill. On the same day I received a heavy letter from England with a one penny stamp on it & the words “Collect 18 pence.” It had been forwarded from Hartford without ever going to the Dead Letter Office. The conundrum I wish to ask {you about} is this: If a letter be under-prepaid, would it not be well to do it up in a rag & send it along, taking the risk of collecting the deficit at the other end, as used to be the custom before we learned so much? However, the expense which I (& the government) incurred in the transmission of a doctor’s bill, which I did not want & do not value now that I have got it, was not the gravest feature of this unfortunate episode. The Postmaster-General was removed from the Cabinet for not collecting storage for the six days that my letter remained in the Dead Letter Office. It seems to me that this punishment was conspicuously disproportioned to the offence.
