Typically a spell card can only be played on your turn unless the card specifically says other wise (for example a trigger effect). Quick-Play spell cards are slightly better because they allow you to disrupt you opponent by doing things during their combos without having a certain action be performed. The only downside is that if they are set face down they can not be played until the next players turn begins.
The reason these are here is because the Masked HEROs are made specifically with Quick-play spell cards known as Change cards. Two example of these are Mask Change and Mask Change II, both of which are Quick-play. This allows you create monsters like Masked HERO Dark Law during your opponents combos to banish important combo pieces unexpectedly. It also allows you to activate effects of monsters that need to be sent to the graveyard during your opponents turn.
You can tell it is a Quick-play spell card by the little lightning bolt next to the spell card text in the top right corner

Mask Change is the original version of the Change quick-play spell series of card and is the most useful in the HERO strategy. Most fusion spells require three cards to work, two monsters and the spell. Mask Change is unique in this sense because it only requires two cards, the monster and the spell. Mask Change unlike the other change quick-play spells does not have a restriction on what you can summon, just on what you can tribute. Mask Change requires you to tribute one HERO to special a Masked HERO of the same attribute from the extra deck. Mask Change by itself is a cool looking card. The mystery hero has a sense of urgency in his pose and the art reflects the HEROs just switching armor to become new HEROs. However, the gold rare version of the card is way better. The gold rare version make all the yellows on the card a foil gold instead. This version doesn't see play in most HERO decks, but it does see play in some decks that need help discarding and can make use of the effects of the Masked HEROs. The normal card art for Mask Change II is only alright, but the gold rare version of the card (which is the image I used) makes the card a million times better. In the gold rare version all of the yellows on the card become a shiny foil gold which surrounds the hero in the center with a halo of gold.
