Stems of E. laevigatum

The long and branched stems fan out like the hairs of a horse's tail. Long thick stems are intertwined with shorter thin stems.

The stems are hollow and it seems that there's nothing useful. However, Equisetum stems contain high concentrations of silica, which is told to have benefits for hair, skin, and nails.

Much like the hair of a horse's tail which has many uses, one could also say the stems are all-purpose. Because they were once used to clean and scour surfaces.
