Augustus Hawkins and Billy Mills (rt.), 1962
Billy Mills is a retired Los Angeles Superior Court Judge and served on the City Council from 1963-1974. He was the first black graduate from UCLA Law School in 1951. As councilman, Mills investigated the role of LAPD in the 1965 Watts Riots and renewed unity and cooperation after the riots.
