Woolford was born in Princess Anne, Somerset County, Maryland, on 8 May 1862. After gaining experience as an unordained missionary in Warsaw, Indiana, he was ordained a deacon in 1887 and a priest in 1888 by Bishop Knickerbacker in Grace Cathedral, Indianapolis. From 1887 to 1890, he became the first resident priest in Marion, serving as vicar of Gethsemane Church while also acting as an assistant at St. Mark's, Lima. Afterward he moved to Missouri to serve as an assistant at Grace Church, Mount Vernon, from 1888 to 1890. He moved briefly to New York City to work as a chaplain at St. Luke's City Hospital, then returned to Mount Vernon as rector of Grace Church in 1892. He retired in 1908 and returned to Princess Anne, Maryland. He died there suddenly on 8 January 1948 and is buried in St. Anne's Episcopal Churchyard there.
