Magnan was born in Kingston, Jamaica, on 5 October 1860, the son of Peter J. F. and Sarah (Stewart) Magnan. He came to Ontario in his youth and married Lizzie Lloyd (sometimes written as Llwyd) on 29 December 1885 in Mushoka, Ontario. He was ordained a deacon in 1884 and a priest in 1885 by the Bishop of Algona. He served churches in Burk's Falls, Ontario, from 1884 to 1886, and at Chichester, Jamaica, from 1886 to 1896. He then entered the U.S. and served St. Paul's Church in Salem. He came to Indiana briefly from 1903 to 1905, when he had charge of the missions of Trinity in Kendallville and Emmanuel in Garrett. He later moved to Queens, New York, to become chaplain of Stuyvesant Square Hospital. At the time of his death he was remembered: "Never having great physical strength, he did, however, compensate by having an unusual endowment of spiritual force." He and his wife moved to Penny Farms, Florida, and he died in Jacksonville on 1 May 1931.
