Lacey was born at Gravesend, London in 1863, the son of Edward and Winifred Lacey. He was graduated from Durham University in England and ordained in New Westminster, British Columbia. He held many different pastorates. He was at Grace Church in Newark, New Jersey, from about 1894 to 1903, when he came to Indiana and served briefly as a missionary in Indiana Harbor and at the Church of the Good Shepherd in East Chicago. He moved on after a few months to Ohio and by 1910 was in Fort Pierce, Florida. He was at last rector of Trinity Church in Mapleton, Iowa, and died there on 1 March 1924. He was buried in Mount Hope Cemetery in Mapleton.
