Pulford was born in 1824 in Fayetteville, New York, the son of Schuyler and Maria Antoinette (Thompson) Pulford. His educational background is unknown. He married Mary Downing Bracken in 1857, and served St. Luke's Church, Dixon, Illinois, until 1859. He then went to St. John's Church, Kalamazoo, where he served from 1861 to 1864, registering for the Civil War draft there, He came to Goshen, Indiana, and took charge of St. James Church until 1867. By 1870, he resided in Portage, Wisconsin. He died in Puyallup, Washington, on 9 June 1892.
