High was born in 1837 in New York, the son of R.M. and Desire High. In his youth his family moved to Bloomfield, Wisconsin, and he resided there in 1850. He attended Nashotah House and graduated in 1859. He married Henrietta Augusta Slingerland. He then moved to Indiana and was assigned as a missionary to St. Mary's, Delphi, and Trinity, Logansport, serving both parishes from 1860 to 1861. In 1862 he came to Toledo, Ohio, as rector of St. John's Episcopal Church, and remained its rector for the next 22 years. He died in Toledo on 19 February 1884 and was buried in Woodlawn Cemetery there.
