Tschiffely was born in Virginia in 1837, the son of Albert G. and Madeleine Sarah Ann (McIntosh) Tschiffely. He graduated from Nashotah House in 1861 and married Sarah Elmira Wheelock. The year of his graduation he came to Plymouth, Indiana, to become the first resident rector of St. Thomas Church. He remained there through 1865, and after the Civil War moved to Green Bay, Wisconsin. By 1870, he resided in Louisville, Kentucky, becoming rector of Grace Church. He remained there until his death on 12 January 1886. He is buried in Cave Hill Cemetery.
