Milbank was born in London, England, in November 1865, the son of John James and Victoria (Venn) Milbank. He married Julia Forbes Lough in 1892. His educational background is unknown, but he was ordained a deacon in 1891 by Bishop Galleher and a priest in 1892 by Bishop Sessums. He was first assigned to a church in New Orleans from 1891 to 1892, and then moved to Pittsburgh from 1892 to 1893. Later in 1893 he came to St. John's Elkhart, but stayed only a few months. He moved from there to Warrenton, North Carolina, in 1894, and then to Geneva, Ohio, in 1895. He then became archdeacon of the Diocese of Georgia. In 1900 he was based in Thompson, New York, and by 1920 in Freehold, New Jersey. His last assignment was to St. Alban's Church in Portland, Maine, where he served from 1931 to 1934. He died in New York City on 30 December 1958 and was buried in Wildwood Cemetery, Williamsport, Pennsylvania.
