John Frank Winkley was born in Portsmouth, New Hampshire, on 17 March 1817. He married there on 3 February 1850, Abby Caroline Lefavour. WInkley had a long and varied career in many parishes.In 1855, he lived in Roxbury, Massachusetts, and ten years later he was in Randolph, Vermont, as rector of Grace Church. From here he moved to Michigan City to take charge of Trinity Church, but stayed only through 1868. By 1870 he served a church in Adams, Massachusetts, and a decade later he lived in Woburn. He died there on 2 October 1890.
