Armstrong was born in Ireland in May 1860. He married his wife Augusta "Gussie", who was a native of Tennessee. Armstrong was in the Diocese of Western Michigan by 1899 and serving at Petoskey in Emmet County. He was ordained to the priesthood in Michigan in 1905. He came to Indiana later that year, where Bishop White put him in charge of Trinity Church in Peru. He remained there until 1907, when he was discharged tot he Diocese of Oregon. The 1910 census lists him as a fruit grower in Jefferson, Oregon. In 1920 he was living as a clergyman in Portland. He died in Portland on 3 December 1927 and was buried in Wilhelm's Portland Memorial Mausoleum.
