Coxe was born in Pennsylvania on 2 May 1878. He was a graduate of Nashotah House seminary and spent his early career in Sheboygan, Wisconsin, from 1905 to 1907, and as an assistant at St. Paul's Cathedral in Fond du Lac. He was also stationed for a time at St. Augustine;s Church in Rhinelander. By 1910 he was in St. Louis, Missouri, and was still there a decade later. He came to Indiana from the Diocese of Milwaukee in 1933 to become rector of St. Paul's Church in Mishawaka, where he was acting dean. He remained there until 1935. He returned to Wisconsin, serving missions at Delafield and Nashotah until his death in Sheboygan on 29 September 1947. He was buried in the Nashotah House cemetery.
