Neely was born in Chicago on 27 February 1860, the son of Albert Edgar and Helen (Smedes) Neely. He married Laura C. Bush on 10 September 1901 in Mammoth Spring, Fulton County, Arkansas. He received a BA from Trinity College in 1884 and an MA in 1887. He was ordained a deacon and priest in 1891. He began his career at Christ Church in Winnetka, Illinois, in 1891, and in the same year served as St. Matthew's in North Evanston. He was a tutor at Western Theological Seminary from 1891 to 1895. The following year he came to Chicago as curate of St. Paul's Church in Rogers Park. In 1901, he was called as rector of St. Andrew's Church in Kokomo, Indiana, where he remained until 1910. He did occasional missionary work at St. Mary's Church in Delphi in 1906. By 1912 he was rector of Trinity Church in Mattison, Illinois. He died in Evanston on 12 May 1929 and is buried in Evergreen Cemetery, Stony Lake, Michigan.
