MacNeil was born in New York State in November 1870. He was a graduate of General Theological Seminary in 1896 and two years later served as a curate at the Church of the Transfiguration in New York City. He became rector of St. Paul;s Church, Mishawaka, in 1899 and remained there until 1902. He moved to Oswego, New York, where he was enumerated in 1910 and 1920. He died in Manhattan on 4 October 1924 and was buried in Christ Church Cemetery in Sherburne, New York.
