Woodard was born in Rockville or Coloma, Indiana, in May 1853. He married Angeline C. Walls on 22 October 1884 in Lawrence County, Indiana. He graduated from Indiana University with a BA in 1881 and then attended Yale Theological Seminary. He was ordained to the priesthood in 1892. From 1891 to 1893, he served St. James Church in New Castle, Indiana. He then came to Kokomo, Indiana, where he was instrumental in organizing the first Episcopal Church there, called St. Andrew's. He also served the nearby mission of St. Stephen's in Elwood. In 1895 he accepted the rectorship of St. Paul's Church in Alexandria while still ministering to Kokomo. He became rector of Holy Innocents Church in Indianapolis in 1899 and then St. James Church in Rochester, New York, in 1901. He remained in Rochester through 1909, and he later served Trinity Church in Chambersburg, Pennsylvania. He died in Rochester on 18 July 1939, at which time he was the oldest priest in the diocese.
