Taylor was born in Boomer, West Virginia, on 8 May 1906, the son of the Rev. Charles Wellington and Martha Alice (Jones) Taylor. He graduated from Wilberforce University in 1940, and received a Master of Divinity from Bishop Payne Divinity School in 1943. He was ordained a deacon in 1943 and a priest in 1944. He married Georgia Lucille Holmes on 16 September 1934. Taylor began his career as priest-in-charge of All Saints, Toledo, Ohio, from 1943 to 1946. He was vicar of St. Augustine's Gary from 1947 to 1949. He moved to Galveston, Texas, and was vicar of St. Augustine's from 1949 to 1951, then moved to Pittsburgh as Progress Director for the YMCA from 1951 to 1952. He was rector of St. James Church in Portsmouth, Virginia, from 1952 to 1956, and then vicar of St. James Church in Charleston, West Virginia, from 1956 to 1958, He was rector of St. Philip's in Omaha, Nebraska, from 1958 to 1963, and then vicar of St. Augustine's in Yonkers, New York, 1963 to 1967. He held non-parochial status there from 1967 to 1971. He died in El Cerrito, Alameda County, California, on 1 December 1996.
