Perkins was born in Norwich, Connecticut about 1834, though his age varies in various records. He married in Norwich on 29 March 1859, Harriet B. Hyde, and in 1860 resided in East Hartford, Connecticut, working as an architect. He has not been located in 1870, but he studied for the priesthood in Toledo, Ohio, and in 1873 he was ordained to the diaconate by Bishop Bedell. He began his ministry as an assistant at Trinity Church, Toledo. He served as rector of St. James, South Bend, from 1877 to 1879, and St. Paul's, Mishawaka, from 1879 to 1880. He then left for Oregon later that year and was enumerated in Astoria, Oregon, in 1880. From there he moved to California to become rector of Christ Church, Alameda, in 1882. He remained there until late in the 1890s, retiring because of ill health. He was listed as a resident of Chicago in Lloyd's Clerical Directory in 1898. He died in Orange, New Jersey, on 11 January 1900, aged 65.
