This role ensures that the network is held accountable for all actions and decisions. This person or people are the moral compass of the greater network. Regardless of the size of the network, the rhetoric originates from the top and gives the operations direction. In the case of the military, this is usually a very commanding and even intimidating figure who is well respected. In sports, this figure may be a coach. Whatever the context, the top of command must be clear on all objectives and have the respect of those below. Failure can occur at any point in the network but it is the top commander's responsibility to foresee and prevent this from happening.
