Berman notes that at the time, there were only "criminal" headings for the two above groups, and related terms like CRIME AND CRIMINALS - ITALY (or other countries) did not accurately describe criminals of a specific ethnic group within the United States.
Remedy : Abandon adjectival forms in this case, or add other headings besides these two.
