The architect chose a democratic design for a democratic institution.

The roof and interior spaces are characterized by a circular shape, which allow for many entrances and vantage points. Buttresses extend out from the center of the structure towards the people in a dramatic gesture that is both playful and dynamic (Rodríguez). These design elements correspond to an egalitarian social program in which the ice cream served was intended to be both delicious and cheap enough for the average Cuban to obtain. Also, the lines for the ice cream, which regularly reach daunting lengths, act as a social leveler since everyone must wait their turn (Scarpaci).
