Between 1894 and 1896, the Ottoman Empire massacred hundreds of thousands of Armenian Christians. American Christian organizations like the WCTU widely deplored the killings. Harper's use of this phrase echoes the WCTU's 1894 resolution for "Christian Protection," which condemned the killings of Armenians but took a defensive tone with regard to lynching.
