The issue in Chapel Hill


The affordable housing system is meant to focus on a wide range of people looking for safe, affordable places to live, which appeals to many of the residents of Chapel Hill.


The town of Chapel Hill desires to provide affordable housing, but many of the policy decisions that have been made prevent this from happening. The "Rural Buffer" makes the area surrounding Chapel Hill off-limits to low-cost builders and the approval process that regional builders must undergo is extremely cumbersome. In addition to this, with property and sales tax rates being so high, Chapel Hill appears to be an unaffordable town. The high costs associated with living makes it difficult for low-income and middle-class residents to find housing that is both affordable and safe.
