Why isn't it being solved?
There are current problems in Chapel Hill that prevent this from being reality. There is a relatively large population of people who would be considered low-income, and many who are homeless. Providing housing for these people that is both affordable and safe is going to be the biggest issue. Affordable housing is not easy to achieve because of the expenses at hand. There is a large gap between the cost of the building process and the price that target residents can pay. The poorest families are unable to pay what covers the costs of maintaining housing, without even taking into consideration the price of building. These are the families that have been left the most vulnerable, and are therefore feeling some of the strongest effects of climate change in Chapel Hill.
