Heinrich Cornelius Agrippa (1486?-1535)

De incertitudine et vanitate omnium scientiarum & artium liber

While not Agrippa’s most famous work to deal with magic and witchcraft, his De Incertitudine… does discuss the unjust treatment of women accused of witchcraft. In the chapter “De prestigiis” [On impostures], Agrippa discusses those who misuse magic, and under what conditions the practice of magic is permissible.
