How do public servants contribute towards this? According to section 12 of the Canadian Public Service Employment Act :
12. ...shall perform any functions in relation to the public service that are assigned to it by the Governor in Council.
In a nutshell, the FPS is charged with carrying out the functions/duties assigned to it by the government-of-the-day as well as the Queen's Privy Council for Canada. Most duties are assigned on a functional basis within a government department according to management within the FPS. This means management within the FPS serves as the primary/initial clientele of data representations (even though it may be made public in the end).
