While all of the standard questions of DR selection apply, their use in the FPS are subjected to a great number of constraints of a technological and socio-cultural nature resulting from policies both written and not. It is clear that the FPS is geared to providing long-term access to any DR used and that the FPS is moving towards an evaluation of a greater number of DR styles and tools. However, it seems the final acceptance of more sophisticated tools will be largely driven by a shift in organizational culture, which, at the moment, appears as though it will be driven by the growing influence of public servants with contemporary education (i.e. a generational shift which I dub FPS 2.0).
