  One of the criterion for the HC information management audit of 2008/09 was:

  A classification system is a key element of information management that provides the structure within which information is managed. It also facilitates the retrieval of information to support decision-making. Records classification systems are developed and used to support all stages of the records and information management lifecycle.

  With storage as such a high priority, the department (i.e. high-level only) Information Knowledge Management Division's budget was $8.2 million, with 75% allocated towards (digital) data storage.  (Information management costs for specific branches within the department are in addition to these figures.)  It should also be noted that, according to the 2014 audit, the entire amount allocated to IT throughout HC was $81 million.
  
  In terms of the ease of data mining within the FPS, no specific details are made available to the general public regarding the effectiveness and architecture of HC's expensive archives.  It should also be noted that, according to (page ten of) a study by Jordan and de Striker on IM in the FPS, the TBS communications policy requires that all institutions must maintain a library in all formats to ensure long-term retention and access. While it is nearly impossible to predict archival technologies available in the distant future, quantity (of formats) seems to be the strategy taken with the FPS.
