As Bart wakes up, we learn that Lisa is standing over him while he sleeps, saying "first prize" into his ear.  She then explains that she wanted to mess with Bart's mind.  This is an example of external stimuli influencing Bart's dream.  He dreamt that Skinner was chanting "first prize" because he was hearing those words in real life.  The science fair setting is explained later in the episode as daily residue, as Bart and Lisa have to present their projects at the science fair later that day.  
Bart's dream shows a wish to win first prize in the science fair, thus earning the approval of the authority figures in his life.  Bart's ray makes people unable to stop dancing, and both Skinner and the teacher enjoy its effects.  Given the context of the dream, (Bart is always in trouble for misbehaving) it shows Bart's desire to see his authority figures lose control of themselves, and a condensation of these authority figures in Skinner and his teacher.  In real life, Bart acts out and causes Skinner, his teacher, and his father to get angry.  This loss of control is symbolized by dancing in the dream, and Bart's repressed desire to make others lose control before he does is fulfilled alongside his need for approval.
