POLS 448: Terror Group Profile (Sendero Luminoso)

State Support

Shining Path, along with its beliefs and actions, are not sanctioned by any state.  The Peruvian government actively fights against the guerrillas, and because they remain a domestic terrorist organization there is no real support from a foreign state.  However, there are several groups and organizations that express support for Shining Path.  According to the conservative think tank The Heritage Foundation, there are apparently NGOs and “ambassadors” who support the class struggle in Peru, while trying to defend the human rights of Shining Path guerrillas.  Groups in support of Shining Path include the “Red Sun Embassy” in Hamburg, the “New Peru Friendship Association” in the U.S., Guardare Avanti in Italy, and the Socialist Party of Iran.[1]  There remain several groups who support Shining Path in European countries.
