Refers to "Lady Liberty" or the Statue of Liberty, which is itself a synecdoche or stand-in for the United States. The implication is that the United States is preventing black people from leaving the U.S. and migrating to Africa. And the irony is that a nation which stands for liberty is not allowing black people to go freely.
