The right reaction (2) would be faster it has a lowest activation barrier leading to its intermediate. Even though the carbon radicals are the same, the tertiary radical formed along with HBr will be less stable than the tertiary radical formed along with HCl. HCl has a larger bond dissociation energy (more stable bond). We take the total energy of all species present in the intermediate, which is why there is a difference.
