This useful collection of primary sources includes notable orders, petitions and testimonies of the seventeenth and eighteenth centuries. Of particular use to this project are the sections on Every (aka Avery) at page 153. 

Also interesting is the clearly visible shift away from privateering (popular via commissions in the early and mid-seventeenth century) towards the state pursuit of pirates in the late-seventeenth and early to mid-eighteenth centuries).
