Production Oddities

The parchment is fairly poor and the rubrics are not filled in, yet the handwriting is formal quadrata and the initials are done in color and gold by a named, professional artist.  Was this a practical text (in which case, why the formality and expense?), or was it a showpiece (in which case, why use second-rate parchment and leave it unfinished?)?
