Unlike almost any of her prior films, Hepburn is determined to show that she has "feminine" sexuality that can appeal to men and women alike (not just androgynous sexuality). In this scene, Hepburn is the object of every male (and possibly female) sexual gaze. In the 1940s, there was simply no more iconic "sexual" image of a woman than her sensual fingers moving up or down the length of her stockings.
